The Board of Adams County Commissioners met in regular session on Feb. 11, 2019 at the Government Center in West Union with the following members present: Ty Pell and Diane Ward. Barbara Moore, newly appointed Commissioner, was also in attendance. President Pell called the meeting to order. The meeting was opened with prayer and the Pledge of Allegiance led by Pastor Ronnie Baker.
It was moved by Diane Ward and seconded by Ty Pell to approve the minutes. Vote: all aye.
It was moved by Ty Pell and seconded by Diane Ward to approve the bills. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve transfers of funds. Vote: all aye.
It was moved by Ty Pell and seconded by Diane Ward to approve the following travel request: Barbara Moore- CCAO Training Seminar- Columbus, Ohio- Feb. 11-13, 2019- $700- Vote: all aye.
ECD Director Holly Johnson discussed the following issues with the board: Required USDA annual reporting; Inquiry regarding application for grant funding; and the lease for the Adams County Training Center.
A petition was received from the Meigs Township Trustees calling for the vacation of the remaining portion of Cherry Alley (Jacksonville). A hearing has been scheduled for Monday, March 4, 2019 at 11 a.m.
JFS Director Angela Richmond reviewed the following issues with the board: personnel; posting of obsolete vehicles on govdeals.com; update concerning potential government shutdown; and the Family and Childrens First fund reimbursement was discussed.
It was moved by Ty Pell and seconded by Diane Ward to approve the retirement of Cheryl Ruble as an employee of the Adams County Department of Job and Family Services effective April 30, 2019 as presented by Director Angela Richmond. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to accept the resignation of Donna G. Gray as a part time deputy clerk at the Adams County Board of Commissioners effective March 3, 2019. Vote: all aye.
Clerk of Courts Larry Heller discussed replacement of eight chairs in the County Court. Mr. Heller will review the departmental budgets for funding. Also discussed were the costs related to court of appeals cases.
Jason Gloyd, Southwest Regional Liaison for Governor Mike DeWine’s office, met with the Commissioners and ECD Director Holly Johnson to review ongoing grant projects and economic development activities in the county including the Winchester Industrial Park, and the Adams County Training Center and Utility Pipeline Ltd. natural gas expansion.
EMS Chief Matt Carey discussed the following issues with the Commissioners: Budgetary; 911 Technical advisory committee meeting; and the coordination of stations.
Assistant Prosecuting Attorney Dana Whalen discussed the following legal issues: Winchester Industrial Park; Maximus Cost Allocation Plan and IV-D contract services; Farmers Market agreement; Adams County Training Center lease; E-911 Technical Advisory Committee; and Corsa costs related to a closed case.
Auditor David Gifford discussed the funding of emergency communications through a real estate improved parcel tax fee and as it pertains to property which is classified as unimproved. Also discussed was updating the county’s credit card purchasing policy.
It was moved by Ty Pell and seconded by Diane Ward to enter into executive session with Assistant Prosecuting Attorney Dana Whalen to discuss pending/imminent court action at 4:17 p.m. Vote: all aye.
President Pell reconvened the meeting at 4:36 p.m.
