The Board of Adams County Commissioners met in regular session on Jan. 7, 2019 at the Government Center with the following members present: Diane Ward and Ty Pell. The meeting was opened with prayer and the Pledge of Allegiance led by Pastor Mike Hughes.
It was moved by Ty Pell and seconded by Diane Ward to approve the minutes. Vote: all aye.
It was moved by Ty Pell and seconded by Diane Ward to approve the bills. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve transfers of funds. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve the following travel request: David Gifford- SW District Auditor’s Assocition Meeting- Wilmington, Ohio- Jan. 18, 2019- 70.40. Vote: All aye.
It was moved by Ty Pell and seconded by Diane Ward to enter into executive session with Mike Hughes, Resource Manager, Engineer’s Office, to discuss personnel at 9:02 a.m. Vote: all aye.
The meeting was reconvened at 9:10 a.m. by President Ward.
In accordance with ORC 321.261 a report was filed by Prosecuting Attorney David Kelley of expenditures from the Delinquent Tax and Assessment Fund for 2018.
JFS Director Angela Richmond met with the Commissioners to discuss the following issues: Memorandum of Understanding with David D. Wilson, Jr. for OCDA training sessions; Resolution authorizing designee to sign inter-county adjustments of allocation; JFS sick and vacation leave conversion plan; Memorandum of Understanding with AFSCME Local #3093; Clemans Nelson and Associates, Inc.-consultant retainer costs to be split between JFS and CSB; HVAC contract services.
It was moved by Ty Pell and seconded by Diane Ward to approve a Memorandum of Understanding between the Adams County Department of Job and Family Services and David D. Wilson, Jr. for compensation of OCDA Training Sessions HB 366 as recommended by Director Angela Richmond. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to authorize Director Angela Richmond to serve as the designee of the Adams County Board of Commissioners to request and sign inter-county adjustments of allocations on behalf of Adams County. Vote: all aye.
It was moved by Ty Pell and seconded by Diane Ward to approve the Adams County Department of Job and Family Services Sick and Vacation Leave Conversion Plan as recommended by Director Angela Richmond. Vote: All aye.
It was moved by Diane Ward and seconded by Ty Pell to approve a Memorandum of Understanding between the Adams County Department of Job and Family Services and AFSCME Local #3093 as recommended by Director Angela Richmond. Vote: all aye.
Julie Cadwallader, Southern Ohio Vocational Services, met with the Commissioners and ECD Director Holly Johnson to discuss interest in placing the agency’s clients in offices to gain employment experience.
ECD Director Holly Johnson discussed the following issues with the board: ADA compliance officer designation; Documents for Prosecutor’s review; Adult education center update; CIC meeting; Establishment of the Citizens Advisory Council to comply with DP&L MOU; Update on ongoing projects.
It was moved by Ty Pell and seconded by Diane Ward to designate ECD Holly Johnson as ADA Compliance Officer for Adams County. Vote: all aye.
Sheriff Kimmy Rogers discussed cruiser replacement and the sale of obsolete department vehicles on govdeals.com. Sheriff Rogers stated he would be putting an unmarked car on the road, also stated he had looked into the purchase of used highway patrol cars and determined this was not a good option. He stated he had returned part of the 2018 FOJ funds. Various sources for funding cruiser purchases were discussed. The Board commended Sheriff Rogers for management of the cruiser fleet of previously purchased vehicles.
It was moved by Diane Ward and seconded by Ty Pell to enter into executive session to discuss personnel (compensation) at 9:59 a.m. Vote: all aye.
President Ward reconvened the meeting at 10:06 a.m.
It was moved by Ty Pell and seconded by Diane Ward to adopt the salary certification of the employees of the Adams County Board of Commissioners for 2019. Vote: All aye.
It was moved by Diane Ward and seconded by Ty Pell to accept the resignation of Abbagail Conley as a Deputy Dog Warden effective Jan. 7, 2019. Vote: all aye.
EMS Chief Matt Carey discussed the following issues with the Commissioners: EMS tax levy renewal; Emergency communication funding; Public Safety Answering Point (PSAP)/911 Technical Advisory Committee meeting.
It was moved by Ty Pell and seconded by Diane Ward to renew a Memorandum of Understanding between the Adams County Board of Commissioners and the Adams Brown Counties Economic Opportunities, Inc. for the job training component of the agreement between the county and DP&L.
At 11 a.m. a public hearing was held regarding a petition filed by Meigs Township Trustees calling for the vacation of a portion of Cherry Alley (Jacksonville). Those present for the hearing were Trustees Paul Baker and Josh Lloyd, landowners Gerald McCann and Sue Fulton, along with Assistant Prosecuting Attorney Dana Whalen. The hearing was opened to receive testimony regarding the proposed partial vacation. Mr. McCann stated he was interested in having the entire alley vacated. It was stated by the Meigs Township Trustees they were in agreement with this and would file a second petition with the Commissioners to address this request. No further testimony was given regarding the vacation. It was moved by Diane Ward and seconded by Ty Pell to approve the vacation of a portion of Cherry Alley (Jacksonville) as petitioned by Meigs Township Trustees. Vote: All aye.
It was moved by Diane Ward and seconded by Ty Pell to approve the sale of county surplus/obsolete personal property or vehicles to the public by internet auction on www.govdeals.com in accordance with the Section 307.12 (E) of the Ohio Revised Code. The number of days for bidding will be no less than ten (10) days including Saturdays, Sundays and legal holidays. Information about said item(s) will be provided on the internet at www.govdeals.com at the time of the auction and a minimum price may be established before the date of the online auction.
Assistant Prosecuting Attorney Dana Whalen discussed the following legal issues with the board: Sales tax reviewed; Humane officer training and agreement; Farmers market MOU with county; PSAP/911 Technical Advisory Committee and emergency communications funding; EMS levy renewal, contracts and run volume ; Sewer projects; Winchester Industrial Park; JFS MOU.
Treasurer Lisa Newman informed the Commissioners the agreements for depository of public funds expire March 31, 2019. It was moved by Diane Ward and seconded by Ty Pell to accept applications for Adams County Depository of Public Funds commencing April 1, 2019 through March 31, 2023. Further financial institutions will be notified that a meeting has been scheduled to accept said applications on Monday, Feb. 25, 2019 at 1:30 p.m. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to appoint Ty Pell as President of the Adams County Board of Commissioners for 2019. Vote: All aye.
It was moved by Ty Pell and seconded by Diane Ward to appoint Diane Ward as Vice-President of the Adams County Board of Commissioners for 2019. Vote: All aye.
It was moved by Diane Ward and seconded by Ty Pell to proclaim the week of March 3-9, 2019 as 4-H Week in Adams County. Vote all aye. Those present for the proclamation were Judy Hawkins, Advisory/Advisory Committee, Unity Farmers; Erica Swearingen, Advisor/Advisory Committee, Bentonville Buckeyes; Alexa Rowe, member Climbing Clever Cloverbuds, Gavin Rowe, member, Climbing Clever Cloverbuds, and 4-H Educator Kristy Watters.
The Commissioners are required to establish a Citizens Advisory Committee in accordance with the Memorandum of Understanding between the county and DP&L. Adams County Community Improvement Corporation members Russ Brewer, Randy Brodt, and Joseph Wright met with the Commissioners and ECD Director Holly Johnson. They agreed to serve as members of the Citizens Advisory Committee. Also, they were updated regarding the Winchester Industrial Park Project, proposed Adult Training Center, and Utility Pipeline Ltd.
