The Board of Adams County Commissioners met in regular session on Oct. 7, 2019 at the Government Center with the following members present: Ty Pell, Diane Ward and Barbara Moore. The meeting was called to order by President Pell and opened with prayer and the Pledge of Allegiance led by Pastor Richard Williams.
It was moved by Ty Pell and seconded by Barbara Moore to approve the minutes. Vote: all aye.
It was moved by Diane Ward and seconded by Barbara Moore to approve the bills. Vote: all aye.
It was moved by Diane Ward and seconded by Barbara Moore to approve the allocation of $23,000 for the purchase of a van to be used by the Adams County Veterans Service Commission to transport veterans to VA health facilities. The Veterans Service Commission will allocate an additional $3000 towards the purchase. (Funding will be appropriated from the Ohio Transportation Grant Fund.) Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve transfers of funds. Vote: all aye.
It was moved by Barbara Moore and seconded by Ty Pell to approve the following travel request: David Gifford- CAAO Winter Conference- Westerville, Ohio-11/20-22/2019- $517. Vote: all aye.
The following reports were filed for the Commissioners’ review: Dog and Kennel department activity report for week ending 10-4-2019; Veterans Service Commission report for September 2019.
JFS Director Angela Richmond discussed the following issues with the Commissioners: Amendment to MOU with Adams County Board of Commissioners; CSEA contract amendment with Clerk of Courts; Frontier Communications service contract; Collective bargaining negotiations.
It was moved by Ty Pell and seconded by Barbara Moore to approve an amendment to the Memorandum of Understanding between the Adams County Department of Job and Family Services and Adams County Board of Commissioners for the Program/Service Coordination total amount not to exceed $38,227 as recommended by Director Angela Richmond. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve an amendment to the IV-D contract between the Adams County Child Support Enforcement Agency and the Adams County Clerk of Courts to increase in the amount of $64,425.90 as recommended by Director Angela Richmond. Vote: all aye.
It was moved by Barbara Moore and seconded by Ty Pell to amend a service contract between the Adams County Department of Job and Family Services and Frontier Communications for software support and voice maintenance as recommended by Director Angela Richmond. Vote: all aye .
Linda Steele, EMS Board of Directors, discussed the following issues with the Commissioners: Personnel; Vehicle maintenance; Obsolete equipment to be posted on govdeals.com; Medicount billing contract expires; Upcoming E-911 tax levy; Grant funded training; Quick Response Team.
It was moved by Diane Ward and seconded by Barbara Moore to proclaim the month of October 2019 as Breast Cancer Awareness Month in Adams County. Vote: all aye. Debbie Fannin, Administrator, Breast Friends Support Group, was present for the proclamation. Also the Commissioners approved her request to use the courthouse square for activities planned for the weekend of Oct. 18-19, 2019 which include a “Parade of Pink Walk”.
Assistant Prosecuting Attorney Dana Whalen discussed the following legal issues with the Board: Winchester Industrial Park; Community Improvement Corporation (CIC).
Melinda Brown, Grady Enterprises, presented a cost comparison of Medical Mutual renewal rates and the CCAO County Employee Benefits Consortium of Ohio (CEBCO) program for the county health insurance policy.
A deed was signed by the Board as prepared by Assistant Prosecuting Attorney Dana Whalen for the transfer of confiscated real estate from the county to the property lending institution.
It was moved by Barbara Moore and seconded by Diane Ward to recess the meeting at 1:24 p.m. Vote: all aye.
President Pell reconvened the meeting at 7 p.m.
A moment of silence was observed by those present in memory of Andrew Kunst, who was fatally shot while attempting to disrupt an abduction at the Seaman Marathon Station on Friday, Sept. 27, 2019.
Tom Anderson, Community Energy, gave a presentation concerning a proposed solar energy project to be located in Franklin and Meigs Townships. The following individuals were present for the meeting: Landowners Rick and Brandon Seaman; Franklin Township Trustee and landowner Ronald Anderson; Auditor David Gifford; Adams County/Ohio Valley School District Board President Charlie Bess and Superintendent Richard Seas; Meigs Township Trustees Paul Baker, Josh Lloyd and Bill Setty. Auditor Gifford filed an estimate of increased revenue in the amount of $339,196.18 for the Payment in Lieu of Taxes (PILOT) along with the one-time payment of $50,570.14 from CAUV recoupment. Discussion continued with Tom Anderson, Auditor Gifford, and the Board regarding options for the proposed PILOT payment calculation.
Deputy Randy Walters informed the Commissioners that the Sheriff’s Department had been awarded the Traffic Safety Grant through the Ohio Department of Public Safety.
