The Board of Adams County Commissioners met in regular session on March 4, 2019 at the Government Center with the following members present: Ty Pell, Diane Ward and Barbara Moore. The meeting was called to order by President Pell and opened with prayer and the Pledge of Allegiance led by Pastor Kenneth Johnson.
It was moved by Diane Ward and seconded by Ty Pell to approve the minutes. Vote: all aye.

It was moved by Barbara Moore and seconded by Ty Pell to approve transfers of funds. Vote: all aye.
It was moved by Diane Ward and seconded by Barbara Moore to approve the following travel request: David Gifford- SW District Auditor Association Meeting- Greenville, Ohio- March 15, 2019- $129.20. Vote: all aye.
Humane Agent Deanna Turner filed reports for the weeks ending Feb. 24, 2019 and March 3, 2019.
The Adams County Veterans Services Commission filed a monthly report of their activities for February 2019.
The Board held a conference call with Highland County Commissioner Terry Britton regarding proposed grant funding through the Governor’s Office of Appalachia and related inquiries pertaining to Get Worker FIT program.
ECD Administrative Assistant Amanda Fraley discussed the following issues with the board: OWDA cooperative agreement for North Adams Regional Sewer District; Resolution authorizing county to file an application with Ohio Development Services Agency for FY 2019 Residential Public Infrastructure Program; Residential Anti-Displacement and Relocation Assistance Plan form signed; Environmental Review Documentation and Certification form signed; OEPA summary report.
It was moved by Diane Ward and seconded by Barbara Moore to enter into a cooperative agreement with the Ohio Water Development Authority Cooperative as presented by Amanda Fraley, ECD Administrative Assistant. Vote: all aye.
It was moved by Ty Pell and seconded by Diane Ward to adopt a resolution authorizing the Adams County Economic and Community Development office to file an application with the State of Ohio to participate in the FY 2019 Residential Public Infrastructure Program as presented by Amanda Fraley, ECD Administrative Assistant. Vote: all aye.
Recorder Mark Tolle discussed the implementation of court security equipment.
Jessica Huxmann, Humane Society of Adams County, met with the Commissioners and Dog Warden Donnie Swayne to discuss the coordination of responsibilities between the Dog and Kennel Department and the Humane Society. Discussion included continued collaboration with other animal welfare groups, vetting fees, and communication between the agencies. Also discussed was a protocol for handling after hours calls.
It was moved by Diane Ward and seconded by Ty Pell to approve an educational reimbursement agreement between the Adams County Board of Commissioners and Deanna Turner for training and certification required in the performance of the position of humane agent for Adams County. Vote: all aye.
A public hearing was held at 11 a.m. regarding a petition filed by the Meigs Township Trustees which called for the vacation of the remainder of Cherry Alley (Jacksonville) from the Meigs Township Road System. Those present for the hearing were as follows: Assistant Prosecuting Attorney Dana Whalen, Meigs Township Trustees Paul Baker and Josh Lloyd, and landowners Gareld McCann and Warren McCann. No testimony was received against the proposed vacation. It was moved by Barbara Moore and seconded by Diane Ward to approve the vacation of the remainder of Cherry Alley, Jacksonville as petitioned by Meigs Township Trustees. Vote: all aye.
Assistant Prosecuting Attorney Dana Whalen discussed the following legal issues with the Board: Purchase agreement-Winchester Industrial Park/Poklar property; Farmers Market lease agreement; Dinsmore property-Adams County Training Center; Prosecuting Attorney/CSEA IV-D contract.
It was moved by Ty Pell and seconded by Barbara Moore to approve a purchase agreement between the Adams County Board of Commissioners and Poklar, LLC for the Winchester Industrial Park property with funding made available through the economic development component of the DP&L agreement. Vote: all aye.
It was moved by Diane Ward and seconded by Ty Pell to approve an agreement between the Adams County Board of Commissioners and the Adams County Farmers Market to lease the grass area on the south side of the court house including the southeast and southwest side of the courthouse as the location of the Farmers Market, term of the lease commencing May 1, 2019 through Oct. 31, 2019. Vote: all aye.
The following members of the Adams County Regional Medical Center Board Appointing Authority met at 11:45 a.m. to fill a vacancy on the Board of Trustees: Judge Brett Spencer, Commissioners Ty Pell, Diane Ward, and Barbara Moore.
The meeting was called to order by Judge Spencer. It was moved by Barbara Moore and seconded by Ty Pell to nominate Dane Clark for reappointment to the ACRMC Board of Trustees for the term commencing March 1, 2019 through Feb. 28, 2025. No further nominations were received and upon the call of the roll the vote resulted as follows: Vote: all aye.
Judge Spencer discussed the following issues with the Board: Jury service and parking concerns; Departmental budget; CSEA IV-D Maximus contract; Courthouse security; Personnel.
The Board of Elections invited the Commissioners to view a demonstration of equipment which they are considering purchasing to upgrade the county’s voting system.

It was moved by Diane Ward and seconded by Ty Pell to sign a Letter of Intent to carry over grant funding from Federal Aviation Administration for FY2017-FY2020. Vote: all aye.
It was moved by Ty Pell and seconded by Barbara Moore to transfer and release grant funding from Federal Aviation Administration for FY 2016 in the amount of $150,000. Vote: all aye.
Hannah Lubbers, Director, Adams Clermont Solid Waste District and Dan Wickerham, Director, Adams County Recycling met with the Commissioners prior to a scheduled meeting for the purpose of receiving public comments on the district’s solid waste plan for 2018-2037.
Randall Carter and Brent Rempe, American Fidelity, discussed products and services available through their company by payroll deductions. A follow-up meeting will be scheduled.
The Adams County Investment Advisory Committee met with the following members present: Commissioners Ty Pell, Barbara Moore and Treasurer Lisa Newman. Due to a conflict of interest, Mr. Pell recused himself and appointed Diane Ward as a member of the investment advisory committee. Treasurer Newman filed investment reports for the months of July 2018 through January 2019.
It was moved by Diane Ward and seconded by Barbara Moore to enter into executive session with Kelly Brown and Rick Setty to discuss personnel at 2:34 p.m. Vote: all aye.
President Pell reconvened the meeting at 2:38 p.m.
It was moved by Ty Pell and seconded by Diane Ward to approve a Personnel Action in accordance with Adams County Personnel Policy Manual, Section XX. Vote: all aye.
It was moved by Diane Ward and seconded by Barbara Moore to appoint Bill Wickerham and Dave Mangus as apiary inspectors for Adams County in 2019, compensation not to exceed the 2019 annual appropriation. Inspections will be conducted upon the owners’ request. Vote: all aye.
