The Board of Adams County Commissioners met in regular session on July 14, 2014, with the following members present: Brian Baldridge, Stephen Caraway, and Paul Worley. Clerk Diane Ward was also present.


The meeting was opened with prayer and the pledge of allegiance led by Clerk Diane Ward. The minutes of the previous session were approved and spread upon the pages of the Commissioners’ Journal. Roll Call Vote: All yeas. It was moved by Commissioner Worley and seconded by Commissioner Caraway to examine, approve, and order the bills paid. Roll Call Vote: All yeas.


Travel requests were submitted by the Veterans Commission and Auditor David Gifford. A motion for approval was made by Commissioner Worley and seconded by Commissioner Caraway for the following travel – Veterans Commission members, 2014 Summer Conference, Dublin, OH, 7/18-20/14, $941.40, David Gifford, SW Auditor’s District Meeting, Mt. Orab, OH, 7/18/14, $49.40. Roll Call Vote: All yeas.


The board conducted a Directors’ meeting at 9:30 a.m. to review the current projects and status of each department under the jurisdiction of the Adams County Board of Commissioners. Those in attendance were as follows: Facility Director Sally Hayslip, 9-1-1 Dispatch Director Donnie Swayne, JFS Director Sue Fulton, Flood & Bldg Director Dave Lynch, and ECD Director Holly Johnson.


JFS Director Sue Fulton met with the board to discuss cleaning services for the JFS office complex.


The Olive Group, LLC representatives Mark Brooker and Theresa Limbert consulted with the board pertaining to budgetary, building, tourism, and departmental improvements.


The FAA SF424 Crack Seal & Remarking Project bid for the Adams County Alexander Salamon Airport was awarded to Griffin Pavement Striping, Inc. upon a motion executed by Commissioner Worley and seconded by Commissioner Baldridge. Roll Call Vote: All yeas.


Commissioner Worley then made a motion to authorize the issuance of not to exceed $180,000.00 of Courthouse Security Renovation Bonds seconded by Commissioner Caraway. Roll Call Vote: All yeas. Commissioner Caraway made a motion to establish Fund 227 Courthouse Security Renovation Debt Fund seconded by Commissioner Worley. Roll Call Vote: All yeas. Commissioner Baldridge then executed a motion to establish Fund 237 Courthouse Security Renovation capital project fund seconded by Commissioner Caraway. Roll Call Vote: All yeas.


The board reviewed the ADAMHS Annual Report.


The DLZ Architecture, Inc. agreement for provision of courthouse security improvements services was approved with a motion by Commissioner Worley and seconded by Commissioner Caraway. Roll Call Vote: All yeas.


The board held a phone conference with Digital Works representative Joel Pierre to discuss informational flyers for the program.
