The Board of Adams County Commissioners met in regular session on January 27, 2014, with the following members present: Brian Baldridge, Stephen Caraway, and Paul Worley. Clerk Diane Ward was also present. The meeting was opened with prayer and the pledge of allegiance led by Paul Worley.

It was moved by Brian Baldridge and seconded by Stephen Caraway to approve the minutes of the previous meeting. Vote: All yeas.

It was moved by Paul Worley and seconded by Brian Baldridge to approve the bills. Vote: All yeas.

EMS Etta Sparks met with the board to discuss personnel.

It was moved by Stephen Caraway and seconded by Brian Baldridge to enter into Executive Session at 9:20 a.m. to discuss personnel with E.M.S. Director Etta Sparks. Vote: Baldridge, yea, Caraway, yea, Worley, yea.

It was moved by Stephen Caraway and seconded by Brian Baldridge to reconvene at 9:29 a.m.

Vote: Baldridge, yea, Caraway, yea, Worley, yea.

It was moved by Paul Worley and seconded by Stephen Caraway to approve the County Engineer’s services to survey Tiffin Township Mack Road for the proposed dedication. Vote: All yeas.

It was moved by Paul Worley and seconded by Stephen Caraway to hire Angelena Newman as the Director of Adams County G.I.S. effective January 27, 2014. Vote: All yeas.

The board conducted the weekly Directors’ meeting at 9:30 a.m. to review the current projects and status of each department under the jurisdiction of the Adams County Board of Commissioners. Those in attendance were as follows: E.C.D. Director Holly Johnson, Facilities Director Sally Hayslip, E.M.S. Director Etta Sparks, 9-1-1 Dispatch Director Donnie Swayne, Flood & Building Director David Lynch, JFS Director Sue Fulton, and G.I.S. Director Angelena Newman.

Eric Ratts of DLZ met with the board to discuss the completed jail study. Sheriff Kim Rogers and Facilities Director Sally Hayslip were also present.

Sheriff Kim Rogers met with the board to discuss the upcoming Sheriff’s Association meeting this week with Governor Kasich’s office to address MARCS radio fees and health care for inmates and Medicaid.

The board held a phone conference with Connect Ohio representatives Stu Johnson and Heather Delaney to discuss the Memorandum of Understanding with ABCAP for the Digital Works program. Al Norris of Adams Brown Community Action Program/ Adams Brown Counties Economic Opportunities, Inc. was also present.

An Animal Claim was submitted by Jerry Burns for 16 killed sheep. The claim was not allowable according to Ohio Revised Code due to the non-licensure of Mr. Burns’ dogs.

Facilities Director Sally Hayslip met with the board to discuss the energy bid results submitted by Palmer Consultants.

It was moved by Brian Baldridge and seconded by Paul Worley to extend the Dog License registration deadline until February 15, 2014 due to the inclement winter weather. Vote: All yeas.

The board held a phone conference with Brown County Prosecutor Jessica Little to discuss imminent litigation. Engineer David Hook and Deputy Engineer Lee Pertuset were also present for the conference.

It was moved by Brian Baldridge and seconded by Stephen Caraway to enter into Executive Session at 2:06 p.m. in order to discuss imminent litigation with duly appointed legal counsel Brown County Prosecutor Jessica Little. Engineer David Hook and Deputy Engineer Lee Pertuset were also present for the session. Vote: Baldridge, yea, Caraway, yea, Worley, yea.

It was moved by Stephen Caraway and seconded by Paul Worley to reconvene at 2:35 p.m. Vote: Baldridge, yea, Caraway, yea, Worley, yea.

Engineer David Hook and Deputy Engineer Lee Pertuset discussed the availability of salt for the roadways. The county has used about two times the amount of material this winter. DP&L may stop loading bottom ash due to the cost of loading and issues with loading. The board also discussed the headsets for Tax Map personnel.

Wayne Township Fire Chief Mark Erwin and Assistant Chief Todd Holt met with the board to discuss EMS and 9-1-1 Dispatch operations.

It was moved by Stephen Caraway and seconded by Paul Worley to approve the additional appropriations. Vote: All yeas.

It was moved by Stephen Caraway and seconded by Brian Baldridge to adjourn. Vote: All yeas.

All members of the Adams County Board of Commissioners met on January 31, 2014 to conduct a work session. The board met with the following individuals:

· G.G.I.S. Director Angelena Newman and Auditor David Gifford to discuss the aerial photos

· AAuditor Gifford discussed the Dog License notice on the Auditor’s website

· SSheriff Kim Rogers to discuss court security

· JJFS Director Sue Fulton and Prosecutor David Kelley to discuss the IV-D agreement

· EMS Director Etta Sparks and Winchester-Wayne Township Life Squad Chief Joshua Chaney to discuss personnel

· AAdams-Clermont Solid Waste Director Paul Braasch met with the board to discuss an upcoming meeting
