Winchester man accused of raping a disabled woman

WINCHESTER - A local man has been arrested and charged with the rape of a disabled woman.
Billy William Delk, 56, of Winchester was arrested on Monday, Dec. 9, for rape and gross sexual imposition following an investigation by the Winchester Police Department. Police Chief David Benjamin said that on Oct. 24, he received a report of a sexual assault of a 31-year-old disabled woman, which occurred in Winchester, and arrested Delk as a result of the department’s investigation.
Delk was arraigned Wednesday in Adams County Court and officially charged with rape. Bail was set at $100,000, cash or surety. Attorney Tanya Drinnon was appointed as public defender in the case and Delk remained in the Adams County Jail on Thursday.
